School Safety Grants in 2026: Which States Fund Digital Campus Mapping, and How SecureTwin Helps Schools Qualify

School safety funding has changed. A decade ago, most grant dollars went to cameras, door hardware, and school resource officers. Today, a growing share of federal and state programs also fund something first responders have asked for since Columbine: an accurate, current, digital map of every school building, shared with dispatch before anyone arrives on scene.

What is a school digital twin, and why do grant programs fund it?

A school digital twin is a dimensionally accurate 3D model of the entire campus, captured on site with Matterport and LiDAR scanners and hosted in a secure cloud. Unlike a static PDF floor plan, it can be walked through in a browser, measured, tagged, exported to CAD and Revit, and updated as the building changes.

Grant programs fund it because it solves several funded priorities at once:

  • Critical incident mapping. Responders and 911 centers see the real layout, room numbers, entry and exit points, and hazards before arrival.
  • NG911 readiness. Floor plans formatted to NENA i3 standards can feed Next Generation 911 dispatch systems, including Z-axis data that identifies the floor a caller is on.
  • Panic alert and Alyssa's Law compliance. Alyssa's Law requires silent panic alarms linked to law enforcement. A tagged digital twin documents where devices are and how the building connects to the response plan.
  • Training. Real building scans power scenario training with the RSET platform, so police, fire, and school resource officers rehearse in the actual campus without disrupting a school day.
  • Documentation. Exportable reports support audits, safety inspections, and the evidence sections of grant applications.

Federal school safety grants available in every state

Two Department of Justice programs fund school safety in all 50 states and are the most common starting point for districts.

STOP School Violence Program (Bureau of Justice Assistance)

The STOP School Violence Program funds threat assessment, training, anonymous reporting systems, and technology that improves school safety and emergency response coordination. Digital mapping and first responder coordination tools are a strong fit when they are tied to a documented response plan. Applications typically open in the spring; check the BJA site and Grants.gov for the current solicitation.

COPS School Violence Prevention Program (SVPP)

The COPS Office SVPP funds security equipment and technology, including systems that notify law enforcement and improve coordination with first responders. States, local governments, and tribal governments apply on behalf of schools, so coordinate with your local law enforcement agency early.

States with school safety funding or digital mapping requirements (early 2026)

The states below either fund school safety technology directly or now require digital school mapping and panic alerts. This is not a complete list of every program in the country, and statutes and appropriations change each session. Use it as a starting point and verify the current cycle with your state education or public safety agency.

Florida

Florida adopted Alyssa's Law in 2020 and later required districts to provide digital critical incident mapping data for public schools, with state funding to support it. School safety dollars also flow through the Safe Schools allocation. Florida is one of the clearest cases where a SecureTwin digital twin maps directly to a funded mandate.

Texas

Texas passed Alyssa's Law in 2023 alongside broader school safety legislation and a per-student school safety allotment. The Texas Education Agency administers school safety grants, and critical incident mapping for first responders is an eligible use. Georgia

Georgia's Ricky and Alyssa's Law, passed in 2024, requires public schools to implement panic alert systems and to provide digital mapping data to local law enforcement, with compliance timelines set by the state. Tennessee

Tennessee's 2023 school safety legislation requires schools to provide building maps and related information to local law enforcement and funds school safety improvements. Tennessee also adopted Alyssa's Law provisions for panic alert systems.

New Jersey

New Jersey enacted the original Alyssa's Law in 2019, requiring silent panic alarms in public schools. State school security funding, including the Securing Our Children's Future Bond Act, has supported security and technology upgrades in districts statewide.

New York

New York's version of Alyssa's Law (2022) requires districts to consider silent panic alarm systems in their school safety plans. New York also funds school safety technology through state grant programs administered with the State Education Department and Division of Criminal Justice Services.

Oklahoma and Utah

Oklahoma adopted Alyssa's Law in 2024. Utah's 2023 school safety legislation added panic button and school safety requirements for public schools. Both states have state-level school safety funding that districts should review for mapping and alert technology.

Pennsylvania

The Pennsylvania Commission on Crime and Delinquency runs an annual School Safety and Security Grant Program. Physical security assessments, safety technology, and emergency planning are eligible categories, and a digital twin supports all three.

Ohio

Ohio's K-12 School Safety Grant Program funds physical security improvements in public and chartered nonpublic schools. Districts should review the current round for eligible technology and mapping expenses.

Michigan, Virginia, North Carolina, and Indiana

Michigan funds school safety grants through the Michigan State Police and the Department of Education. Virginia's Department of Criminal Justice Services administers the School Security Equipment Grant. North Carolina's Department of Public Instruction offers School Safety Grants for equipment and training. Indiana's Secured School Safety Grant supports equipment, technology, and threat assessment. Each of these programs has funded safety technology that benefits from accurate building data.

Every other state

Most remaining states fund school safety through general school security or homeland security grant programs, and more are adding Alyssa's Law or digital mapping requirements each session.
